Description du poste:

The Haitian Education & Leadership Program (HELP) is looking for an experienced consultant to conduct and document a comprehensive evaluation of its Citizenship & Leadership Program and provide recommendations for improvement.

Background: HELP’s mission is to build, through merit- and needs-based university scholarships, a community of young professionals and leaders who will contribute to a more just society in Haiti. HELP scholarships include classes at internationally accredited universities, books, housing, transportation, meals, advising and counseling, computer access, classes in English, IT, and Citizenship & Leadership, internship programs, study abroad opportunities, and career services. Founded in 1996 with a single student, today HELP is the largest university scholarship program in Haiti, supporting 170 students for the 2015-2016 academic year. HELP’s experience has shown that university education, coupled with comprehensive student support, is necessary to develop a community of local professionals and leaders who can provide skilled management capacity, replace foreign workers, contribute to the economic development of their communities, and serve as role models for other young Haitians.
HELP’s Citizenship & Leadership Program started in 2011 and includes a 4-year curriculum based on the Social Change Model of Leadership. This program includes weekly, largely discussion-based, class work and participation in service-learning projects, where students practice leadership in the community. The overall goal of the Citizenship &Leadership program is to ensure that HELP students and alumni are leaders and engaged citizens in pursuit of HELP’s mission. Additionally, the Citizenship &Leadership program strives to ensure that all students have:
• An increased understanding of the theories of citizenship and leadership, and identification of avenues for civic engagement and social change in Haiti.
• A better understanding of self and others.
• Improved communications skills such as writing, speaking, critical thinking, and giving and receiving constructive feedback.
• An increased level of leader identification, motivation and initiative-taking.
• An understanding that they are responsible for contributing to a more just society in their communities.

Objectives: HELP’s main objective is to conduct an independent evaluation to measure how the Citizenship & Leadership Program contributes to its stated goals and HELP’s larger mission. This evaluation should assess the strengths and weaknesses of the Citizenship & Leadership program, its synergies with other HELP activities and the larger organization, and identify practical and strategic areas for improvement.

This evaluation has a secondary objective as a communication tool for staff, board and donors to illustrate the current state of the program and futures plans.

Project Scope:

The following activities are suggested as part of the project scope:
• Review HELP Citizenship &Leadership curriculum, structure, evaluation tools.
• Conduct extensive and appropriate research on youth leadership development and civic engagement, providing best practices.
• Interview HELP staff, HELP Students, Alumni, service-learning project partners and beneficiaries and other stakeholders. (Field visit to Haiti in October or November strongly preferred to coincide with HELP academic activities.)
• Compile documents and data necessary to evaluate the Citizenship & Leadership program.
• Provide a comprehensive qualitative and quantitative evaluation of the program identifying strengths, weaknesses and provide prioritized suggestions for the improvement of the program.
• Provide a recommended monitoring and evaluation strategy that can be implemented internally.
• Review and revise of these documents with C&L staff and HELP management.
Deliverables:
• A final and HELP-approved document in English providing:
o qualitative and quantitative evaluation of the program identifying strengths, weaknesses;
o prioritized suggestions for the improvement of the program based on best practices in the fields of youth leadership and civic engagement
o recommendations for an on-going monitoring and evaluation strategy that can be implemented internally and incorporates short-term and long-term measures.
Project costs:
• The consultant should include all costs associated with the project including equipment, materials, transport, translation services (if required), per diem, and travel.

Qualifications requises:

• Expertise in the social change model for leadership.
• Experience in academic research and writing.
• Expertise in monitoring and evaluation.
• Ability to travel to Haiti.
• French or Creole language skills (strongly desired).
• Letter of interest
• Resume of consultant(s) including similar projects.
• Project proposal (including proposed approach, budget, and timeline).
• Client references
